Copies of said proposed change as hereinbefore described are available to the public for inspection and/or copying at the office of the city auditor in City Hall. No on-premises business sign, nameplate sign, wall sign or home occupation sign shall be erected except the following: (J) High School Ground Monument Sign (8) The following section applies to signage in the B-4 District: (Q) High School Ground Monument Sign (with Downtown Design Review Board approval Pursuant to Sections 40-48-08 and 40-48-11 of the North Dakota Century Code, as amended, and Section 18-1003 of the Grand Forks City Code of 1987, as amended, notice is hereby given that on the _15th _ day of _August, 2022, in the council chambers in the City Hall in the city of Grand Forks, North Dakota, at the hour of 5:30 o’clock p.m., a public hearing will be held by the city council of the city of Grand Forks, at which time all citizens and interested parties will have an opportunity to be heard upon the aforementioned changes. Signs must include language that indicates off-premise advertising displayed are sponsors. (3) Signs are permitted to have up to thirty (30) percent of the sign face for static displays of sponsors of the school. Wall signs are to follow the requirements of the zoning district. Ground monument signs to follow size limitations set forth in 18- 0301(3) (FF).
(2) Each school is permitted one sign the one sign may be either a ground monument or wall mounted sign.
Such signs are permitted subject to the following conditions: (1) The signs shall only be allowed on the publicly owned high school land. The following regulations shall apply to all signs and sign structures hereinafter permitted in all districts:: (LL) High School Ground Monument Signs.
